Televised Planning Commission Meetings are re-broadcast Thursday and Saturday (following meeting) at 10:00 a.m. and 6:00 p.m. on TOTV (Frontier Channel 3, Spectrum Channel 10).

Supplemental Information:  Any agenda related information received and distributed to the Planning Commission after the Agenda Packet is printed is included in Supplemental Packets.  Supplemental Packets are produced as needed:  one available on the Thursday preceding the Planning Commission meeting and/or the second one on Monday at the meeting.  The Thursday Supplemental Packets, if any, are available for public review on the City’s website.

Please be advised that communications directed to the Planning Commission are public record, and are subject to disclosure pursuant to the California Public Records Act and Brown Act unless exempt from disclosure under the applicable law. Request:       That the Planning Commission is to consider approval of the Final Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program prepared in accordance with the California Environmental Quality Act (CEQA), and to approve demolition of an existing 820-space surface parking lot and develop a new approximately 120,348 square foot, one-story industrial warehouse building with approximately 191 surface parking spaces, associated hardscape, landscape, lighting and infrastructure improvements on an approximately 6.6-acre site. The Project also includes a Waiver request to exceed the maximum height from the prescribed 35 feet to 37 feet; the removal of 2 oak trees to be replaced at a 3:1 ratio; modifications to conditions associated with Tentative Parcel Map 4013; and to allow the merger of three parcels. The project site has a General Plan use of Industrial, is within Specific Plan 15 Rancho Conejo Industrial Park (SP-15) and is zoned Industrial Park (M-1).

Recommendation:  
That the Planning Commission adopt a Resolution, based on the findings and subject to the conditions contained therein:
1. Approve the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program associated with CEQA-2022-70001 prepared in accordance with the California Environmental Quality Act.
2. Adopt a Resolution rescinding Major Modification No. 1 SUP 96-924 and approving 2022-70824-DP, 2022-70825-LDMN, 2022-70826-PMW, 2022-70827-LPC, and Protected Tree Permit 2022-70979-PTP.

Request:       That the Planning Commission consider recommending that City Council certify the Final Environmental Impact Report in accordance with the California Environmental Quality Act (CEQA) and a project to change the General Plan Land Use Element designation of Commercial to Commercial/Residential and the zoning designation of Community Shopping Center (C-3) to Specific Plan-24 (SP-24) as well as allow the demolition of an existing two-story commercial structure and construction of two new podium four-story buildings encompassing 629,437 total square feet of mixed-use building area that includes 333 multi-family residential units (including 30 very low-income affordable units and three moderate-income affordable units), approximately 5,300 square feet of commercial space, surface and subterranean parking providing a total of 581 parking spaces, landscape, hardscape, and grading as well as the removal of 17 coast live oak trees.  The project is also requesting a Special Use Permit to allow on-site sale of alcoholic beverages for a future restaurant.

Recommendation:
That the Planning Commission adopt a Resolution, based on the findings and subject to the conditions contained therein, recommending that the City Council:
1. Adopt a Resolution to certify the Final Environmental Impact Report  associated with 2022-70774-EIR in accordance with CEQA; and approve 2021-70169-LU, 2022-70773-DP, and 2022-70780-PTP;
2. Adopt a Resolution to approve Special Use Permit  2022-70779-SUP;
3. Adopt an Ordinance to approve Zone Change 2022-70776-Z, and 2022-70778-SP; and
4. Adopt an Ordinance to approve 2022-70777-DAGR
